The Communications, Information and Navigation Office (CINO) at the Applied Research Laboratory (ARL) is looking for a Software System Engineer to join our Research and Technology Innovation Center (RITC) located in Reston, VA. The RITC injects applied research and technology innovations into every aspect of CINO's mission from creative IR&D projects to knowledge acquisition. As such, RTIC is in need of an innovative, talented, and experienced software system engineer to lead development, acquisition, and deployment for CINO's cutting-edge software related research efforts. This position will support a multi-disciplinary team, where they will work with an agile environment with developers, subject matter experts, and Principal Investigators to help scope, develop, and transition innovative solutions. Responsibilities include, but are not limited to: Lead RTIC's efforts to foster best practices in software development, software transition, and software engineering; lead efforts to improve, expand and modernize existing research software projects; develop associated software systems architectures to enable implementation of capabilities within existing software systems; develop requirements from Sponsor guidance, and work with engineering and Principal Investigators to validate and verify compliance with those requirements; establish DevOps as a driving process for rapid, repeatable, and flexible software / infrastructure deployments; coordinate validation and verification efforts and provide guidance for improvements; coordinate with systems architects, cloud architects, DevOps architects, to ensure security, quality, repeatability, and performance of infrastructure (on premises and in the cloud); coordinate and assist with information/cyber security inspections including remediation of incidents and vulnerabilities as required; advise engineers, Principal Investigators and researchers on compliance with sponsor requirements across information assurance, security, DevOps, and software best practices; analyze and translate project needs to develop specific, well-written use cases and requirements as appropriate; support developing and maintaining technical infrastructure, hardware and system software components and associated documentation to include flowcharts, system diagrams, etc.; support performing installation, maintenance and support of system software/hardware and user support; support analysis, identify and implement solutions, and prepare and maintain engineering, system, and security related documentation as needed; chair sessions at technical meetings; give papers and/or presentations; participate in external seminars, workshops, professional societies and committees as available; mentor staff in the development of technical, project, and business development skills; support new project concepts and seek funding; develop technical proposals and make presentations to customers/grant sponsors; provide innovative problem solving approaches to enhance organizational capabilities; use peer network to expand technical capabilities and identify new research opportunities; provide oversight and accountability to policies and procedures administered within RTIC footprints. This job will be filled as a level 3, or level 4, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher in an Engineering or Science discipline (Master's degree preferred) or higher plus five years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. A Master's degree plus 10 years in the development of complex systems and related technologies is highly desired. Experience with the following is preferred: Familiarization of Intelligence Community Directive 503 (ICD 503), National Institute of Standards and Technology 800-37 (NIST 800-37), NIST 800-53, NIST 800-171; experience briefing senior U.S. Government and company executive leadership; problem solving skills, ability to think analytically, and independently derive innovative solutions. Ability to work and thrive with a team environment along with effective communication skills is required. Limited travel will be required. You must be a U.S. Citizen to apply. Employment with the Applied Research Laboratory will require successful completion of a pre-employment drug screen. This is a one-year fixed-term renewable appointment.
